In ArcGIS Pro, the Locate tool returns features from layers present in Table of Contents although it is not added in the Locate Provider as a layer.

There are two ways to perform layer search in the Locate pane.
Option 1: Configure a layer for search which adds it as a Locate Provider in the Locate pane.
1. Click '+' button on the Locate Settings tab in the Locate pane.
2. Configure preferred fields to search and what type of search should be performed for each field.
Note: When performing the actual search, ensure the filter button on the left of the search bar is set to Locate Settings so only the Locate Providers that are configured and enabled in the Locate pane settings are used for search.
Option 2: Search all layers and all fields in the current map.
1. Click the filter tool on the left side of the search bar.
2. Select Layer Search (Equals) or Layer Search (Contains) depending on the preferred type of search.
Note: This will search ALL FIELDS in ALL LAYERS in the map.
