The user data is invalid. The ArcGIS Pro Import AIXM 5.1 Message tool requires the input AIXM 5.1 message to contain the gml:identifier field for each Aeronautical Information Exchange Model (AIXM) feature in the AIXM message.解决办法
Use ArcMap 10.8.1 to import the data.
