The case has been tested in ArcGIS Pro 3.2. The output of Feature To Polygon using user's input C1_Guide-Polyline is consistent with Polygon_3_2.
Polygon_3_2 appears shifted from Polygon_3_0 in ArcGIS Pro 3.0. However, the shift measures 0 unknown unit, hence, it's smaller than the data's XY Tolerance and can be ignored.
Polygon_3_2 has consistent geometry with the input C1_Guide-Polyline. This is correct and expected.
The CAD data is in Unknown coordinate system. The best practice is to project the data before doing any spatial analysis/processing.
As the ArcGIS Pro 3.2 result is correct, continue using ArcGIS Pro 3.2.
