This behavior is an expected limitation of how polygons and elevation surfaces are drawn at larger view distances. When elevation surfaces and extruded polygons are drawn, they are triangulated to produce a surface at a detail level appropriate for the viewing distance, then transformed to match the curvature of the earth.
This triangulation changes the level of detail and density when zoomed in closer or further from the ground to conserve resources (GPU or memory) when drawing. The interplay of the extruded or triangulated polygon and the ground at larger viewing distances (commonly known as 'z-fighting') is expected in this large of a scenario due to the innate lack of precision in this combination of transformations.
Consider instead drawing the polygon in the 2D layers group if it must be draped upon the globe surface. Because draped layers are drawn as a part of the color applied to the surface, they do not exhibit any z-fighting.
