This problem is not reproducible with the current version of ArcGIS Pro 2.3. Right-click a feature service that supports extract data and sync and click Add To , and then when activating that map view, the Download Map button is enabled.

解决办法

Add the service by clicking and dragging from the Catalog pane.
Add the service to the current map by right-clicking on the service in the Catalog window.
