In ArcGIS Pro 1.3 Edit ribbon, snapping fails if a feature selection is cleared with the 'Clear' option in the 'Selection' box.

1. Click the Split tool. 
2. The 'Modify Features' pane opens. Click the 'Select one or more lines or polygons' option, and use this option to select the appropriate feature.
3. Snapping works on the selected feature.
