In ArcGIS Online, selecting 'Adjust size automatically' under 'Symbol style' dynamically changes the size of the symbols in the legend.

The symbol size changes at the scale level. The legend is honoring the symbol size for the scale the map is being viewed at and is not disconnected from the dynamic sizing of the symbol to provide accurate representation.解决办法
Uncheck the 'Adjust size automatically' check box.
