In ArcGIS Online Map Viewer, polygon labels are dropped when zooming out to smaller scales even when the visible range field is set for 'World' to 'Room'.

This is expected behavior. When zooming out, the polygons appear smaller, while the label size does not change. Thus, the Map Viewer is drawing only the labels that are not overlapping.
