The ArcGIS Online web maps store color information in the RGB format (as noted in the web map specification documentation, https://developers.arcgis.com/web-map-specification/objects/color/). Conversion of RGB values to the HSV color space may cause minor rounding inaccuracies, and it is a known limitation inherent to color space conversions.解决办法
Use ArcGIS Pro to symbolize the feature using the HSV model.
