In ArcGIS Monitor 2023.3.1, the Health Checks observer for Portal for ArcGIS is mislabeled as Discover. This results in two Discover observers appearing.

解决办法
Run update observers_registry set name = 'Health Checks' where r_id = 'arcgis_portal_health_checks' in PGAdmin on database to change the label to Health Checks.
