In ArcGIS for Server 10.4, when overwriting a cached service and disabling 'Keep existing map cache,' a new service is created with the time and date of publication appended to the service name instead.

This is an 'As Designed' feature to safeguard against potentially losing cached data and it also provides a performance improvement when overwriting a service.
