In ArcGIS Field Maps offline areas, new features with an attachment-count calculation fail to submit due to the attribute expression being unable to access the referenced feature layer.

There is no direct workaround for this issue. It can be avoided in two ways: by completing steps 11-14 on an online map or by redesigning the workflow to collect and count photos in a completely different way.
