In ArcGIS Field Maps, admins can attempt to create replicas (offline areas) from a web map that they do not own and this adds 'Offline Map Areas' to the web map item's 'typeKeywords' JSON, preventing the change of ownership.

1. Open ArcGIS Online Assistant and log in using the Administrator1 credentials.
2. Navigate to I want to... > View an item's JSON.
3. Click the web map.
4. Choose to edit the Description window.
5. Under the typeKeywords section, delete Offline Map Areas.
6. Save the JSON file. Administrator2 is able to Change Owner for the web map.
