This issue is a duplicate of ENH-000150684. It has been enhanced in the ArcGIS Online June 2025 release, the upcoming Developer version 1.18, and will be enhanced in ArcGIS Enterprise 12.0. When using predefined unique values, the filter preserves the order set in the configuration, and the same order is displayed at runtime.重现步骤
