In ArcGIS Experience Builder, non-administrative users cannot export map image layers published to ArcGIS Enterprise.

解决办法

In ArcGIS Enterprise 11.5, include a feature layer with the map image layer and enable the Extract capability. This allows non-administrative users to export from the feature layer, but not from the map image layer.
