漏洞
In ArcGIS Enterprise (10.8.1) Operations Dashboard, Action Elements for widgets sometimes fail to work with specific layers. The following message is returned when attempting to assign an action, "No Element Supporting Actions Yet". The same layer works in ArcGIS Online.

For filter actions to work, the service layers must be referenced when creating web maps or web layers instead of the whole service itself.解决办法
