In ArcGIS Dashboards, the default extent of the web map is not honored when it has a vector tile layer with a spatial reference other than WKID 102100 or WKID 4326.

This is a known limitation for ArcGIS Dashboards built using ArcGIS API for JavaScript 3.x. This issue is addressed when ArcGIS Dashboards moves to the ArcGIS API for JavaScript 4.x code base, and the original map extent will be consistently honored when opened. This is available for preview with ArcGIS Dashboards Beta in ArcGIS Online.重现步骤
