In a SceneView, the popup is not shown if the polygon layer has 100% fill transparency in ArcGIS Maps SDK for JavaScript 4.31 and 4.32.

This is expected behavior. The popup displays when the fill opacity is set to 1%.解决办法
In the simple fill symbol, use color [0, 0, 0, 0.01].
