Image Service with Web Map Service (WMS) capability includes HTML tags in the Abstract element of the WMS Capabilities XML file when description is created in the raster or mosaic dataset metadata in ArcCatalog.

The data's description contains HTML elements. Users can get expected WMS result by modifying the description section in service editor.解决办法
While publishing, make a small change to the Summary, Tags, or Description field in the Service Editor. As long as these values aren’t purely coming from the metadata as created in ArcCatalog, the Abstract element of the WMS Capabilities document must be properly formatted.重现步骤
