If the input data has coincident points and the 'SNAP_NEARBY_INCIDENTS_TO_CREATE_WEIGHTED_POINTS' aggregation scheme is used for the Incident Data Aggregation Method, the Optimized Hot Spot Analysis tool returns the following error, "IndexError 0 is out of bounds for axis 0 with size 0."
