漏洞
If the Basic Viewer application template is deployed in Portal for ArcGIS 10.3.1, and the portal is federated with ArcGIS 10.3.1 for Server, upgrading both the portal and server to 10.4 causes the application to lose the ability to be configured because the button is missing.

This is something that cannot be fixed. The apps continue to function, but cannot be reconfigured. To change the behavior of an existing app, republish it.解决办法
Web maps function the same. Re-create the application from the web map. Since the web map uses a template, the amount of configuration is limited.重现步骤
