If the ArcGIS Server account name starts with the number sign (#), services with Java Server Object Extensions (SOEs) cannot be started.

Do not use special characters in a service account name. Special characters are typically not used in any username, machine name, and domain name as the characters can cause problems in different programs such as ArcGIS Server.
