If a map, layer, or globe is opened containing MS Virtual Earth when offline, it gives the expected message that the service cannot be accessed, but then the login dialog box appears. The login dialog box should not appear in this scenario, because when offline, the user will not be able to login. Cancel must be pressed to dismiss the login dialog box, but this clears out the user name/password stored in the registry, so when the user is back online and opens the Virtual Earth map again, they get the login dialog box.
