解决办法

The problem is that dynamic display is not shutting down correctly when the customer is replacing the map. The workaround is to disable dynamic display before opening a new map document. This can be done by wrapping the ControlsOpenDocumentCommand and disabling dynamic display before opening a new document, and then re-enabling it after.
