Identity-H (CID) font encoding is applied to a .pdf export when smart quotes are present in the text, causing the text to be unsearchable in Adobe Reader. This behavior occurs when the text is pasted into the layout view, or inserted as an object (Insert > Object) from an MS Word document.

Delete any quotes or apostrophes in the text and re-type them in the text box in ArcMap.For an inserted object from MS Word, disable the smart quotes option and set to straight quotes.
