解决办法
Name the layer package in English.This behavior also applies on create map and layer packages locally due to the zip library doesn't not support unicode. We will address this issue on the next service pack.Users have no problem to create map and layer packages that contain unicode data as long as the name of the feature class/package is in English or non-unicode, create map and layer packages are still valid.重现步骤
