Resampling does not go from large scales back up to small scales, but is used to resample the last cache level which enlarges the last cache picture available. This enables the map to display data uniformly down to the largest scale level. Refer to https://support.esri.com/en/technical-article/000014822 for more information.

解决办法

Create tile packages with a level of detail (LOD) of 0-19. However, this is not a feasible workaround in every case, as not everyone requires including 0-19 levels.
