This is not reproducible in the latest version of Explorer for ArcGIS 17.1.2.解决办法
From the application, go to Map Contents > Map Layers and change the visibility (ON then OFF or OFF then ON) for at least one of the layers in the map. The map is corrected and renders the layers as expected again.重现步骤
