Graticule (grid) labels for longitude (x) coordinates appear on the left and right sides of the Data Frame, and labels for latitude (Y) appear on the top and bottom in ArcGIS Pro 2.0.

This is by design. In ArcGIS Pro the cardinal direction can be used to determine what coordinates are labeled. This is different than the options provided in ArcMap. In ArcMap a map frame is always rectangular. ArcGIS Pro provides the option for map frames to be any shape, including circular, oval, triangular, trapezoidal, blob like, or anything users can imagine. In all these cases the idea of a left, right, top or bottom does not work. This is the main reason we have used cardinal direction instead.
Also, in contrast to this request, we have had the opposite request, to retain all values for the coordinates when large angles are set. Neither of these requests are wrong, just different. In ArcGIS Pro, we have chosen a conservative approach when determining which labels to retain. Starting with Pro v2.1, to remove labels the grid can be converted to graphics and specific labels can be deleted.
