There seems to be a compatibility issue with JAWS 2019 version and ArcGIS Online pop-ups at this time. But, JAWS version 16 was able to successfully read the ArcGIS Online pop-ups. Alternatively, use NVDA screen reader (https://www.nvaccess.org/download/) which also reads ArcGIS Online pop-ups.重现步骤
