This issue is addressed in ArcGIS Pro 3.5, 3.3.6, and 3.4.4.解决办法
Enter the full URL to the feature layer service, including the layer number. For example, https://services9.arcgis.com/LMjydzYxR6YFiqk8/arcgis/rest/services/Vector_Tile_Embedded_popups/FeatureServer/0.
This is counterintuitive, as the concept is applied automatically when using the 'Choose from my items' drop-down list.
