Exporting a map document (MXD) to a PDF appears blank when the MXD contains a Google Maps Engine Web Map Service (WMS) in a scale of 1:5,000, and the PDF is created with a ratio 1:1 and a high dots per inch (DPI).

When exporting at a higher DPI the draw process asks for more data from the server.
If exceeding the server's maximum file size (this limit is configured by the server) with the requests, the output gets stretched and pixelated, or none at all, depending on the server's implementation.

The only workaround is to use a lower DPI, which using a lower Output Image Quality ratio does.

Workaround 1:
- Lower the DPI to 250 or lower when exporting to PDF.
Workaround 2:
- Use a different ratio.
