This issue was Layers not working with the Export to CAD tool, but it was fixed in the SP1 arelease for 10.0

解决办法

1] Select features to be exported in the ArcMap session.2] Calculate field values in a edit session.3] Select features before doing the field calculation, then the export works.4] In the Export to CAD tool, browse to the data to be exported rather than using drag and drop. This fails if the feature layer is dragged and dropped into the tool from ArcMap.
