'Execute Raster Analysis Tasks' under RasterAnalysisTools/GPServer in the REST endpoint is replaced with Chinese characters after installing the ArcGIS Server Chinese localized version using ArcGIS_Server_Windows_1091_zh_CN_180051.exe.

Use the account running in ArcGIS Server, change all the Windows settings back to English, and restart the ArcGIS Server machine and ArcGIS Server.
