This is a project on the fly, data management issue.
As stated in the description, one input is projected coordinate system and the other is geographic coordinate system. During the internal project on the fly, processing some of the geometries being created internally incur issues.

If Elev0-100 is projected to the same spatial reference as CensusBlocks, run RepairGeometry (because there will be at least one feature requiring repair after the projection) and the operation runs successfully.
解决办法
Use Clip to create smaller chunks of the data. Error no longer appears with this smaller area of focus.
This same elevation dataset diced to 500,000 max vertices did not produce an error.
