This issue is addressed in ArcGIS Pro 3.3.3 and 3.4.解决办法
Downgrade to ArcGIS Pro 3.0.3 or 3.1.0 to use the Xml file output type. In ArcGIS Pro 3.3.1, use the Geodatabase output type.
