This is a duplicate of BUG-000141433, and it is fixed in ArcGIS Enterprise 10.9.解决办法
- Right-click on the dashboard and reload the frame.
- Navigate directly to the ArcGIS Experience Builder URL instead of launching from Portal for ArcGIS, which forces the user to log in twice.
