We are not going to fix this for now. The projection capability is in beta. The plan is that eventually, downloads will come directly from the item in ArcGIS Online instead of being proxied through Open Data, and it will work then.解决办法
Disable Local Projections and download using the default WGS 1984, then re-project as needed.重现步骤
