This is not reproducible from 3.2 to 11.2. There are minor UI changes needed, but if one somehow gets around the UI, which can currently be done in 3.2.48xxx, the publishing itself fails with the error message "ERROR 001972: Unable to create service: ERROR: code:403, The requested service type is not supported with the current privilege. Access to this resource is forbidden, regardless of authorization." returned. A red banner in ArcGIS Pro sharing UI shows the sharing has failed.重现步骤
