As of ArcGIS Pro 2.7, feature services honor the time zone of each field. This issue is no longer reproducible.解决办法
Create another field and calculate the field to add an offset:
Python: !LaunchDateTime!-datetime.timedelta(hours=8)
Arcade: ToLocal($feature.LaunchDateTime)
