Creating an ArcInfo coverage using ArcToolBox > Coverage Tools > Data Management > Workspace Management > Create Coverage, wtihout specifying a template cover, makes a coverage with no extent, but creating a coverage by right-clicking on the workspace in ArcCatalog and selecting New > Coverage, with no template cover, creates a coverage with an extent of -1 to +1 in both the X and Y directions.
