This issue is addressed in ArcGIS Pro 3.7.解决办法
- Remove the annotation layer and create the mobile map package.
- Convert the CAD drawing (.dwg) into a file geodatabase dataset using the CAD to Geodatabase tool and use the new feature classes in the map to run the Create Mobile Map Package tool.
