Creating a drive-time analysis on ArcGIS Business Analyst Online does not honor parameters when selecting the 'Use traffic' option and uploading addresses from an Excel file. All outputs are set to 12 PM Monday, regardless of selected parameters.

Follow the steps listed to resolve the issue:

1. Log in to ArcGIS Business Analyst Online.
2. Click the Maps tab. Select an existing project, or create a new project.
3. Input any addresses manually into the Search bar.
4. Click Create Site > Drive time > More options.
5. Check both Use traffic and Traffic based on typical conditions for.
6. Click Apply.
