Contingent values cannot be saved in a field group created using the Create Field Group tool.

Create a new field group using the following steps:

1. Highlight the feature class in the Contents pane.
2. On the Feature Layer contextual tab, click the Data tab and click Contingent Values from the Data Design group.
3. On the Contingent Values tab, click Field Groups from the Edits group.
4. Create a new field group using the Field Groups dialog box.
