This is expected behavior. By default, Windows has a MAX_PATH limit of 260 characters. Refer to the following link, https://docs.microsoft.com/en-us/windows/win32/fileio/naming-a-file. Exceeding the max path limitation leads to these types of failures. In this scenario, the approach shortens the paths for the ArcGIS Server directories.
