Collector for ArcGIS 10.3.5 (iOS) does not replace the Esri reference or World Transportation basemap layer with the ArcGIS Online tiled basemaps URL when downloading a map for offline use, leading to the error "This map does not support being downloaded to a device" despite offline mode being enabled.

解决办法
Use the ArcGIS Online Assistant or ArcGIS Online admin API to modify the URL in the web map basemap item to change the URL to reference ‘<a href="http://tiledbasemaps.arcgis.com/arcgis/rest/services/" target="_blank">http://tiledbasemaps.arcgis.com/arcgis/rest/services/</a>…’ just for the World Transportation layer. No redirection is required and the map can be download successfully.重现步骤
