The functionality described is as-designed.
When zoomed in past the scale of 1:500,000 in Pro, a location parameter is included with the search which allows searching with no zones and also provides local context to the search.
It is recommended that all locators include administrative zones when building the locator for quality and performance reasons.
The "Match with no zones" property (AKA supportsOptionalZones) is for use with locators that are in small areas like cities which have no zones in the data. When this property is set to true, any search can be done without a zone. If the property is set to false, which is the default value, the locator requires a zone when searching. If no zones are used when building the locator, this property will be set to true when the locator is built. This property is independent of the zoom scale.
The "Match with no zones" property only functions in Pro 2.4/Server 10.7 and above. The property can only be set in the UI at Pro 2.5 and above.
