As designed, this behavior is expected in a Scene. To remove shading, turn off lighting on the surface where the raster is displayed. To disable shading on layers draped on the ground, select Ground, open the Elevation Surface Layer ribbon, and unselect the Lighting option.解决办法
Use classified rasters in a map, or use the majority resampling method.
