漏洞
Arcpy.management.GetCount does not work (tool is not licensed) with an ArcGIS Server Basic license. The tool works with ArcGIS GIS Server Standard.

Publishing a geoprocessing service to a stand-alone GIS Server with a basic license is not supported. To enhance the user experience, from the 3.4 version and onward, publishing a geoprocessing service will be blocked early in the workflow.解决办法
Use ArcGIS GIS Server Standard.
