This is expected behaviour. Editing the attributes of data outside of an edit session possible, but requires to be in an edit session to be able to edit the actual relationship between the features that participate in the relationship class. With a Basic License level an edit session is not permitted and returns the following error: "Not licensed to edit layers with relationship classes".重现步骤
